EM drive can be modelled by wave only model of light

In the EM drive the thrust direction is towards the larger end of the cone. This can be explained using only a wave model of light where the transfer of energy is from the oscillating magnetic wavefront inside the cavity to the cone ends. Whereas the photon model of emr has a transfer of energy via mass from the moving photons bouncing around the cavity. In the photon model a violation of conservation of energy in the system as a whole prevents one end from recieving more thrust. However as the transfer of energy in a wave only model is magnetic ( from the oscillating wavefront inside the cavity to the cone end) the larger end of the cavity can recieve more energy than the smaller end without violating conservation of energy.
